GOALS OF TRC

Educate Key Stakeholders:

Engage elected officials and other key stakeholders to build awareness of the superior cost-benefit dynamics of the USM model compared to previous approaches, emphasizing its value to the public interests without requiring changes to existing market rules. 

Protect and Support Approved Key Legislation:

Retain Senate Bill 3 (2021) – Ensuring that water systems are classified as critical load facilities. 

Maintain provisions in House Bill 1500 (2023) – Allowing TDUs to lease emergency generation for use only during declared emergencies and significant power outages as defined in HB1500.  

Uphold House Bill 2555 (2023) – Supporting USM’s when included in utilities’ resiliency plans and cost recovery for electric utilities. 

Implement Lessons from Hurricane Beryl:

The PUCT determined stationary generation assets performed better during Beryl than mobile units and directly suggested implementing a higher cost-to-benefit solution in the future.  

TDUs:

Provide a pathway for Utilities to utilize co-located assets at critical infrastructure sites during significant power outages as defined in HB1500.
