Important Regulatory and Compliance Rules
2021: Senate Bill 3:
Classifies water systems especially for MUDs as critical load facilities.

Mandates, on a Statewide basis, requirements on providers of potable water (MUDs and Cities) to have a compliant Emergency Preparedness plan with has generally meant on site backup generation at each critical meter.
2023: House Bill 2555:
Supports USMs in resiliency plans and cost recovery.
Allowed for TDSP to propose resiliency plans for its transmission and distribution system. Proposed resiliency plans may include:
2023: HB 1500:
Allows TDUs to lease emergency generation during declared outages.
HB 1500 modifies the law that permits TDSP to lease generation for use only during designated emergencies. This modification has allowed for the development of the USM.
